City of Dublin Pulse

The finances of the City of Dublin, Georgia — county seat of Laurens County, and a separate government from Laurens County (no county figures appear on this page). Dublin is a utility-heavy city: its water, natural-gas, and sanitation funds rival the governmental side, carry the General Fund through transfers, and its bonded debt is $0 — while its largest single obligation is a $12.7M pension liability. This is Dublin, Georgia — not Dublin, Ohio, California, or Ireland.

Net position

Total net position rose +$7,790,620 in FY2024, from a restated beginning balance of $109,005,388 (see the restatement disclosure below). Governmental activities gained +$5,961,229 and business-type activities +$1,829,391. Capital assets, net, were $83,941,144 and total liabilities $27,879,628.

Sum-checked: components foot to their printed totals, and the full accounting equation verifies (assets $141,000,907 + deferred outflows $4,871,273 − liabilities $27,879,628 − deferred inflows $1,196,544 = $116,796,008). Net investment in capital assets is 67.9% of net position and restricted is 10.9% (computed from the audited figures — the MD&A prints different percentages; see Disclosures).

Governmental unrestricted net position is negative: −$447,941

Shown exactly as printed — not rounded to zero, not omitted. The negative is driven by long-term obligations sitting in governmental activities: the $8,777,566 governmental share of the net pension liability and the $892,511 governmental OPEB liability. The business-type side, by contrast, carries $25,198,507 of unrestricted net position.

Component units — kept separate

Main Street Dublin Downtown Development Authority (net position $847,289) and the Dublin-Laurens Land Bank (net position $888,752) are discretely presented component units — separate governments reported alongside, not inside, the City. Their money is in no total on this page, and no figure on this page includes them.

FY2024 Audited · Governmental funds (modified accrual)

Governmental revenues & expenditures — fund basis

All governmental funds combined, on the fund (modified accrual) basis. Two composition notes: the Taxes line is General Fund taxes of $12,336,422 plus the $1,197,144 Hotel/Motel tax in nonmajor funds; and Intergovernmental is dominated by capital and grant money — SPLOST 2018 sales-tax proceeds of $3,725,842 (remitted through the county and reported as intergovernmental, as printed) and $4,906,189 in nonmajor funds. Do not read the $10,872,998 as General Fund operating revenue.

Revenues by source — $28,167,620 total

Taxes$13,533,566
Intergovernmental$10,872,998

The funds spent $2.5M more than they took in — utilities covered the gap

Excess of revenues under expenditures was −$2,504,946. Other financing sources, net, added $2,531,425 (sale of capital assets $85,049; transfers in $2,914,625; transfers out −$468,249), for a net change of just +$26,479 — restated beginning balances of $18,807,375 ended at $18,833,854. The near-zero net change hides the mechanism: $2,446,376 of net transfers from the utility funds carried the governmental funds (see the business-type section).

Governmental activities — government-wide basis

The same governmental activities on the government-wide (accrual) basis. The two bases differ by design: taxes are $13,515,517 here vs $13,533,566 on the fund basis — exactly the $18,049 property-tax deferred-inflow adjustment in the ACFR's reconciliation — and capital outlay is capitalized here rather than expensed. Never mix the two bases in one comparison.

Revenues by source — $28,234,620 total

Taxes (total)$13,515,517
Operating grants and contributions$5,730,421
Capital grants and contributions$5,318,335
Charges for services$1,714,874
Investment earnings (unrestricted)$1,659,179
Miscellaneous$211,245
Gain on sale of capital assets$85,049

Taxes detail (accrual): Property $4,122,436 + Sales $4,246,113 + Hotel/motel $1,197,144 + Franchise $1,522,955 + Insurance premium $1,624,388 + Alcoholic beverage $480,793 + Other $321,688 = $13,515,517. Sum-checked: revenue rows and the tax detail each foot to their printed totals.

Expenses by function — $24,719,767 total

Public safety$10,599,061−$9,974,560

Judicial$361,455+$128,648
Interest$24,067−$24,067
Total governmental expenses$24,719,767−$11,956,137

Public Works shows net revenue on this basis because $4,938,261 of capital grants (SPLOST / T-SPLOST / ARPA-funded construction) are capitalized rather than expensed. General revenues and transfers of $17,917,366 (taxes $13,515,517 + investment earnings $1,659,179 + gain $85,049 + miscellaneous $211,245 + transfers in $2,446,376) bring the change in governmental net position to +$5,961,229 (restated beginning $55,543,781 → ending $61,505,010). Sum-checked: expenses foot; every function's net recomputes exactly from its charges and grants columns.

Business-type activities — the utilities

The City's enterprise operations — water & sewer, natural gas, sanitation, special facilities, telecommunications, and the Riverview Golf Course — took in $30,455,705 of total revenues against $26,179,938 of expenses in FY2024, a scale rivaling the governmental side. These are business-type activities: their revenue is utility charges, not general revenue available for general purposes.

ActivityExpensesCharges for servicesNet revenue
Water and sewer$7,448,644$9,259,503+$2,200,603
Natural gas$13,835,967$14,660,391+$824,424
Sanitation$3,450,708$3,633,768+$183,060

Telecommunications$634,656$679,703+$45,047

Total business-type$26,179,938$28,607,589+$3,766,534

Each activity's net includes its operating grants ($28,470 in total) and capital grants ($1,310,413 in total) as printed. Plus general revenues of $509,233 (investment earnings $399,217 + gain on disposal $110,016), less transfers out of $2,446,376 → change in business-type net position +$1,829,391 (restated beginning $53,461,607 → ending $55,290,998). Sum-checked: expenses, charges, and all six activity nets recompute exactly.

The utilities subsidize the General Fund

FY2024 transfers into the General Fund were $2,909,460 on the governmental-fund statements, of which $2,709,936 came from the three major utility funds — Water & Sewer $1,652,837; Natural Gas $744,749; Sanitation $312,350 (Note 12). Net government-wide transfers from business-type to governmental activities: $2,446,376. Any picture of General Fund revenue or utility "profit" that omits these transfers misstates both sides.

Net position by fund — proprietary funds (fund level)

Water & Sewer System$29,361,604
Natural Gas System$18,117,681
Sanitation System$4,841,943
Nonmajor enterprise funds$2,969,770

Fund-level total: $55,290,998 — ties exactly to the government-wide business-type net position. Proprietary fund-level operating revenues were $28,610,039 and operating expenses $26,106,153 (operating income $2,503,886). Two presentation differences vs the government-wide statements are eliminations/classifications, not errors — see Disclosures #7.

Fund balances

The single largest fund balance is the SPLOST 2018 capital fund ($8,059,126), not the General Fund — and most of the $18,833,854 total is restricted capital money that cannot pay general operating bills.

TSPLOST Fund$0
Total governmental fund balances$18,833,854

Sum-checked: funds sum to the printed total; the balance-sheet equation also verifies (liabilities $29,164,751 + deferred inflows $27,868 + fund balances $18,833,854 = total assets $48,026,473).

Only $5,199,778 of the $18,833,854 is unassigned; $12,709,392 is restricted (almost entirely SPLOST capital projects), $560,992 committed, and $363,692 nonspendable. General Fund composition: Nonspendable $363,692 + Committed $533,203 + Unassigned $5,199,778 = $6,096,673. The General Fund balance is 32.4% of total governmental fund balances (computed — the MD&A prints 29.7%; see Disclosures #4).

Liquidity warning — the General Fund owes the utilities $21.8M

The General Fund's own balance sheet carries $21,815,000 of "Due to other funds" inside its $22,929,487 of liabilities. The governmental funds' $43,650,855 of cash is substantially the utility funds' cash advanced to the General Fund (interfund receivables per Note 12: Water $8,000,000 + Natural Gas $8,400,000 + Sanitation $4,515,000 + Nonmajor proprietary $900,000 = $21,815,000). Government-wide, the same position appears as internal balances of −$23,105,000 governmental / +$23,105,000 business-type. Governmental-fund cash should never be quoted without this note.

Debt & long-term obligations

The City has no bonded debt of any kind — no general obligation bonds and no revenue bonds. Its legal debt margin (ACFR p. 132) is a $57,107,695 limit (10% of assessed value $571,076,951) with $0 applicable to it — the margin is fully unused. That is not the same as owing nothing: the City carries borrowings, a pension liability, OPEB, and compensated absences, each listed under its own name below. They are never merged into a single "debt" figure on this page.

Two reading notes from the ACFR: (a) the −$617,316 revenue variance is a single line — Miscellaneous income: final budget $827,376 vs actual $210,047. Every tax line landed within $7 of its final budget because the final budget was trued up to actuals on those lines — the near-zero tax variances are not evidence of forecasting accuracy. (b) The schedule's beginning fund balance is the restated $6,175,676. Sum-checked: all three columns foot, and Actual ties exactly to the p. 30 General Fund column (revenues $15,754,623; expenditures by function: general government $2,967,451, public safety $10,109,724, public works $3,052,529, culture and recreation $1,076,350, housing and development $1,002,920, judicial $350,436).

FY2027 Approved · Budget Report (Group Summary) — not a budget book

FY2027 budget — all 26 funds

Source: the City of Dublin FY2027 Budget Report (Group Summary), an approved account-level budget listing from the City's accounting system (For Fiscal 2026-2027; FY2027 = July 1, 2026 – June 30, 2027) — not a narrative adopted budget book. The report prints, for each fund, a single Revenue Total and department-level expense lines. It prints no revenue detail by source, so no revenue-by-source breakdown is shown for the budget — none exists in the document. Its "Expenses" totals include each fund's 9000 - Other Financing Uses line where present (transfers out), exactly as the report groups them — they are not GAAP "expenditures."

Report Surplus (Deficit): −$17,816,186 — as printed

The report prints no citywide revenue or expense grand total — only this deficit. The citywide totals in the table's bottom row ($71,284,915 revenues / $89,101,101 expenses) are computed sums of the 26 printed fund totals, and they reproduce the printed deficit exactly. Six funds budget expenses above revenues: 2024 SPLOST −$5,864,839; GA DNR Grant −$5,192,300 (no revenue section printed at all); Natural Gas −$4,783,913; 2018 SPLOST −$1,593,870; LMIG −$333,264; Opioid Settlement −$48,000 (no revenue section printed). These are planned draws on accumulated SPLOST balances, grant proceeds, and Natural Gas fund balance — the FY2027 budget is not balanced citywide; 20 of 26 funds balance to $0, and the General Fund is one of them.

Sum-checked: every fund's printed department lines sum exactly to its printed Expense Total (26 of 26); every printed fund surplus recomputes as revenues − expenses; the six deficit funds sum to exactly the printed Report Surplus (Deficit) of −$17,816,186, and the computed grand totals reproduce it ($71,284,915 − $89,101,101). The report's own Fund Summary page lists the same six nonzero fund surpluses.

Caveats

1. June 30 fiscal year-end

Audited figures are FY2024 (July 1, 2023 – June 30, 2024). They are never labeled "2024 budget" or current-year figures on this page. The only FY2027 material is the Budget Report (Caveat 3).

2. This is Dublin, Georgia

Dublin, Ohio, Dublin, California, and Dublin, Ireland publish their own budgets and ACFRs under the same keywords. Every figure on this page comes from the two cityofdublin.org documents cited here — no other Dublin's figure appears. Laurens County is a different government; no county figure appears either.

3. The FY2027 source is a system budget report, not a budget book

It is tagged [FY2027 Approved] as directed, but it is what it is: the "City of Dublin FY2027 Budget Report (Group Summary)," an accounting-system listing. It prints revenue only as one total per fund — no revenue-by-source chart can be built from it — and its citywide totals ($71,284,915 / $89,101,101) are computed from its fund totals and labeled as computed. Its expense totals include transfers out ("Other Financing Uses") exactly as grouped in the report.

4. Two accounting bases coexist in the ACFR

Fund-basis (modified accrual) and government-wide (accrual) totals differ by design — e.g., taxes $13,533,566 fund vs $13,515,517 government-wide (the $18,049 property-tax deferral), and capital outlay $5,208,575 expensed in the funds vs capitalized government-wide. Every chart and table on this page carries its basis label ("Governmental funds" vs "Government-wide").

5. The City has no bonded debt — say exactly that, and no more

"No bonds outstanding" is true and verified (GO bonds $0; legal debt margin $57,107,695 fully unused). But the City also carries $3,991,845 of notes / financed purchases / leases, a $12,702,386 net pension liability, a $1,400,854 OPEB liability, and $807,826 of compensated absences. The debt headline must never read as "the City owes nothing."

6. The utilities carry the General Fund

Business-type net position ($55,290,998) and revenues ($30,455,705) rival the governmental side, and the utility funds transferred $2,709,936 to the General Fund in FY2024 (net government-wide transfers $2,446,376). Governmental unrestricted net position is negative −$447,941, and governmental funds' cash is substantially utility cash advanced interfund ($21,815,000 due to other funds in the General Fund alone). Utility figures are business-type activities, not general revenue available for general purposes.

7. Most of the governmental fund balance is not spendable at will

$12,709,392 of the $18,833,854 is restricted (almost entirely SPLOST capital projects), $560,992 committed, $363,692 nonspendable — only $5,199,778 is unassigned. The single largest fund balance is the SPLOST 2018 capital fund ($8,059,126), not the General Fund.

8. FY2024 beginning balances were restated for errors (+$1,773,315)

Per ACFR Note 21, FY2024 beginning balances were restated upward by $1,773,315 of error corrections: capital assets had been understated by $598,899 (governmental) and $469,767 (Water & Sewer), and General Fund accrued payroll expenses had been overstated by $704,649 (governmental activities +$1,303,548 in total). Restated governmental fund balances: $18,807,375 (General Fund $6,175,676). The TSPLOST Fund also ceased to be a major fund in FY2024 (its $468,060 moved into Nonmajor). All change figures on this page are computed from the restated beginnings, as the statements print them.

9. The MD&A is unaudited and contains errors

The ACFR's Management's Discussion & Analysis contains the defects listed in the Inconsistencies section below. This page's figures come from the audited statements and notes, which foot throughout; where the MD&A conflicts with the statements, the statements govern.

10. Component units are not the City

Main Street Dublin DDA ($847,289) and the Dublin-Laurens Land Bank ($888,752) are discretely presented component units. Their money is in no total on this page.

11. The FY2027 deficit is planned, not hidden

Six funds budget a combined −$17,816,186, drawing on accumulated SPLOST balances, grant proceeds (the GA DNR fund prints expenses with no revenue section), and Natural Gas fund balance. The Report Surplus (Deficit) is shown as printed, with the fund-level deficits — the FY2027 budget is not presented as balanced citywide; only 20 of 26 funds balance to $0, and the General Fund is one of them.

Disclosed source inconsistencies

Inconsistencies in the source documents

Every audited statement table, note schedule, and reconciliation in the FY2024 ACFR foots and cross-ties (188 of 196 ACFR verification checks pass; the FY2027 Budget Report foots completely, 58 of 58). The failures are all in the ACFR's unaudited MD&A narrative and highlights, disclosed here. This page uses the audited statements' figures throughout.

1. MD&A business-type program excess — off by $391

The MD&A (p. 21) states: "Total program revenues from business-type activities exceeded program expenses in 2024 by $3,766,143." The audited Statement of Activities (p. 27) reports the business-type net program revenue as $3,766,534, and each of the six activities' nets recomputes exactly to that total. Difference: $391. This page uses the statements' $3,766,534.

2. MD&A Financial Highlights totals — off by $52 (twice)

The highlights (p. 16) state total FY2024 revenues of $58,690,273, including grants of $12,387,587. The audited statements and the MD&A's own changes table report $58,690,325 and $12,387,639 (operating grants $5,758,891 + capital grants $6,628,748). Both highlight figures are $52 lower. This page uses $58,690,325 / $12,387,639 (total primary-government revenues, government-wide: $58,690,325).

3. MD&A net-position percentages — wrong

The MD&A (p. 19) states net investment in capital assets is "66.9%" of net position and restricted net position is "(10.8%)". From the audited figures: $79,336,050 / $116,796,008 = 67.9%, and $12,709,392 / $116,796,008 = 10.9%. This page shows only the computed percentages, labeled as computed.

4. MD&A General Fund share / liquidity percentages

The MD&A (p. 22) states the General Fund balance "represented 29.7% of the total governmental fund balance." Computed: $6,096,673 / $18,833,854 = 32.4% (the companion SPLOST 2018 share on the same page, 42.8%, recomputes exactly, so the 29.7% is not a rounding artifact). Separately, the highlights bullet gives the General Fund balance as 32.9% of General Fund expenditures while the MD&A body gives 32.8% (computed value 32.85%); and the highlights describe the unassigned share as "Approximately twenty-five percent (27.6%)" — the words and the number disagree, and 27.6% recomputes exactly. This page uses the computed figures (32.4%; 27.6%; unassigned = 28.0% of General Fund expenditures).

5. MD&A 2023 comparative column mixes restated and unrestated figures — $1,303,548

The MD&A Net Position table's 2023 column shows governmental net position of $54,240,233 (the as-previously-reported figure) but business-type net position of $53,461,607 (the as-restated figure), totaling $107,701,840 — which equals neither the as-reported total ($107,232,073) nor the restated total ($109,005,388) in the Statement of Activities and Note 21. The governmental leg is $1,303,548 below the restated beginning balance used everywhere else in the report. This page uses restated beginnings throughout and shows no MD&A 2023 comparative.

6. Statement of Net Position label typos (no dollar effect)

The deferred-inflows total line on p. 26 is captioned "Total deferred outflows of resources" (the amounts — $325,704 / $870,840 / $1,196,544 — are the deferred inflows, and foot correctly). Likewise, Note 21's restatement table heads its proprietary-funds total row "Total Governmental Funds" ($53,461,607 is the proprietary total). Both are caption typos in the source; all amounts verify, and no number on this page was "corrected" on account of them.

7. Proprietary fund statements vs government-wide — $290,000 and $2,450 (explained; not errors)

Fund-level proprietary total assets and liabilities each exceed the government-wide business-type totals by exactly $290,000 (an interfund balance — the nonmajor funds' Due to other funds — eliminated government-wide; net position ties exactly at $55,290,998), and fund-level operating revenues exceed government-wide charges for services by exactly $2,450 (a Special Facilities operating grant the Statement of Activities reports in the grants column). Both differences reconcile to the dollar.
